value is already normalized to base units. A value of "1200000000" with currency TZS means TZS 1.2 billion. If unit_multiplier is "1000000", do not multiply the value again.

Use a decimal library for financial arithmetic. JavaScript numbers may lose precision for large decimal values. Choose formatting separately from calculation.

Do not infer a percentage scale or currency for a ratio from its name alone. Preserve metric_label, reported_value and source context, and confirm interpretation before combining unlike measures.

Compare facts only when metric definition, reporting period, currency and entity scope align. More than one accepted fact can describe different scopes or source definitions.

An empty array means no matching reviewed fact is available. Render an unavailable state rather than a zero, estimated result or growth percentage.
